I think Abu Dhabi does not have any 1 or 2 star hotels. The lowest class for my knowledge are 4 star hotels.

The Dana Hotel in the Tourist Club area should be one of the cheapest. It was Dhs 470 per night but they raised the price up to Dhs 600 the night right now.

The best deals on hotel you'll make when booking a hotel with a travel agency or online. When you book a package you can ask for discounts. Agencies have contract with the hotels and reserve a certain number of rooms and are able to offer goo discounts which you will not be offered to check in yourself.

Please also note that "cheap" hotels often do not provide you with the (maybe) necessary visa. Like Dana also stopped doing so.

For a stay in a hotel in Abu Dhabi you have to calculate paying around USD 100 equivalent in Dhs. Abu Dhabi also does not have any budget hotels, hostels or guest houses.

Good luck!

edit male 1976: Nees are residence appartments. Do we have to talk about the price? Guess not. Nice to see you again. Salam
