There are many lines of Abe name. Abe is old name. However, since Japanese people adopted similar names or changed the character of their names like 阿部 安倍 阿辺 安部 in after ages, you can't presume all the 安倍 names have the same origin. As for the line for Abe Seimei “安倍晴明”, it has less relation with the line of Fujiwara name. It's Mutsu country's (northern part of Japan) line and different clan.
安倍晴明 was born in Osaka and lived 921-1005 (tradition).
The oldest Abe name of his line (ancestor) can be 阿倍大麻呂 which is found in the era of 宣化天皇, who lived 467-539, in the ancient Japanese document.
His line is called 安倍氏土御門家 Abe name -Tsuchimikado families.
A shrine built for him still exist in Kyoto.
