A friend in Brazil recently moved to a new address in Rio Branco with components I don't understand. I know what ruas and avenidas are, but what are conjuntos and quadras?

Answer:
Conjuntos and quadras are simply blocks.
Some modern planned Brazilian cities are divided like this because, city planners tries to plan the cities without corners. Larges avenues are put like paralell roads without streets between them.
It's hard to explain this concept without photos.

So, instead ruas and avenidas, buildings and house are located in quadras or conjuntos, it means, they’re place in blocks of buildings.

Answer:
My guess is intersections and blocks
