Latvia is a member of the EU, you don't need a visa, just a passport. You only need to start declaring things/filling in forms etc when you've been staying there for 90 days.

I dont think so, we went a few years ago and didnt need a visa, we did have to fill out a form at the airport but that was all. If your going to Riga you will have a fab time its a great spot. Have a good one.
