Usually tourists head for the Champs-Elysees with bottles of Champagne and wait for midnight.
At the Eiffel Tower, fireworks are set off at that time, but I know for fact that it's jam packed, so if you go wanting to see it, ideal get a hotel nearby because the metro will be full and traffic halted in all the streets around the area
