The French police are very helpful if you are courteous to them. Their capability to talk English?…….varies.
Why would you think they should talk English? The official language of France is French.
Do the American police speak French and each other world language to accommodate tourists from other countries?
One concrete recommendation is that if you’re going to be driving in France you should get an international permit (basically it is a translation of your American driver's permit), to facilitate things if you should have an accident. Otherwise, I can't think of any reason why you would need to interact with the police.
