Answer:
If they really tried, I suppose they could, but it's virtually impossible! There's railings all around the top, and if I remember correctly, a sort of cage (not as intimidating as it soudnds).
My father has really bad vertigo and he went up to the top and he felt totally fine. Normally with heights he is terrible, but he said he felt quite safe.
