Hot Air Balloons over Waterford, Ireland this evening?

Driving my son to Waterford city this evening to catch his bus to Cork - 6.30 - we spotted 12 full size multi-coloured hot air balloons flying over the city, does anyone know what this was about as we heard nothing about this event ?

It was a beautiful sight - mind you I nearly crashed the automobile looking at them !

It looks like they set off from the peoples Park or around that area at about 5:30pm with the majority of the balloons arriving over the city centre at 6:30.
