I've always texted to El Salvador from the US using the following: 011 503 PHONE NUMBER.
Keep in mind that international fees will apply to text messages even if you have unlimited text messaging.
(I don't know about other carriers, but ATT charges .25 cents per international text msg. sent)

If you know the cell phone number to text to, then sure you can send a text that far, people do it all the time. =)
