I thought so, because two friends of mine went last year.
However, i've just chekced thomson and it states, no person under 18 can travel independantly.
i'm really stuck now, we've been organising this for months.

With Easyjet for instance, they don’t accept unaccompanied minors under the age of 14 for travel. Children under 14 years of age can’t travel unless accompanied by a person aged 16 years or older who will take responsibility for the minor, BMI Baby have the same rules so shop around.

My sister has the same problems with her daughter at the moment.
She has the ability to fly on her own or with a group but for booking a hotel or apartment abroad, for insurance purposes, someone in the celebration MUST be 18..which is legally recognised as being an adult.
Equally, anyone under the age of 18 MUST supply the travel agent with a confirmation letter from a parent stating they have permission to travel.

one of the celebration must be 18, my son had this problem when he was 17 turning 18 they had to wait for one of the group to turn 18 to be able to book it. u can fly younger than this independently but not on package holidays.
